Some of the existing manuals were incomplete or outdated, therefore not being used as valid and actual guides

Organization has an updated Finance and Admin Manual that is more complete and updated to include upgraded, revised policies and practices
The updated Manual: establishes links to other existing and valid documents (i.e., Procurement, Travel, Accounting Software); establishes clearer indication of responsible parties (units or functions within ADPP) ; reconcile reality (context, level of development, practices) with good practices in the field was discussed and drafted in a participatory manner, which facilitates ownership and adherence
