Monitoring Plans and Services
Knowing whether your project or program is on track — and being able to demonstrate it to funders, beneficiaries, and oversight bodies — requires more than good intentions. It requires a robust monitoring plan, the right data collection tools, trained people, and a system for translating raw data into actionable information. Our team provides end-to-end monitoring support: from designing monitoring frameworks and data collection instruments to training field teams, implementing digital data collection systems, and building dashboards that make performance data meaningful.
For the World Bank's PDUL project, we have conducted four consecutive annual performance assessments of 22 municipalities, visiting each municipality, consulting key stakeholders, and producing both individual reports and integrated analyses with public dashboards. We have also supported AIAS in developing and maintaining a planning and monitoring platform over several years.

Evaluations and Special Studies
Evaluations are one of the most powerful tools available to development programs — when they are done well. Our team conducts mid-term reviews, final evaluations, baseline studies, deep learning studies, performance audits, political economy analyses, and specialized studies that generate credible findings, meaningful lessons, and actionable recommendations.
With over 30 evaluations, baselines, and special studies completed over 15 years, we bring methodological rigor and genuine intellectual curiosity to every assignment. We have conducted evaluations for the World Bank (PROMAPUTO II, PDUL, Cities and Climate Change Project), UNICEF, GIZ, WFP, the Ministry of Health (National HR Development Plan), and many others. Our evaluations use mixed methods — combining quantitative data analysis with qualitative research including interviews, focus groups, field visits, and document review. We have also conducted large-scale quantitative studies, including a baseline survey for the PROIRRI irrigation program covering 3,500 households in three provinces, and a youth assessment covering five provinces commissioned by the International Youth Foundation.
