Overview and Experience
We have been a consistent partner in Mozambique's municipal development journey for over two decades, working at the intersection of urban governance, institutional strengthening, planning, and accountability. Our work has spanned the full cycle of municipal development — from program formulation to implementation support, performance assessment, and evaluation.
Most notably, we played a central role in both phases of the Maputo Municipal Development Program (PROMAPUTO I and II), facilitating the institutional reform process, the preparation and formulation of the programs, and the mid-term evaluation of Phase II. Under the World Bank's PDUL project, we have designed and managed a comprehensive integrated information system covering grant management, remote construction supervision, grievance mechanisms, and public reporting dashboards — and conducted four consecutive annual performance assessments of 22 municipalities across Mozambique.
