Understanding where your organization stands is the foundation for meaningful improvement. Our team conducts rigorous, participatory organizational assessments that examine governance, strategy, human resources, financial management, program delivery, and monitoring systems — producing a clear picture of strengths, gaps, and priorities for growth.
With over 100 organizational assessments completed, we bring both methodological depth and genuine local knowledge to this work. We have developed and refined proprietary assessment tools that can be adapted to different organizational contexts, sizes, and sectors.
Our assessments have been commissioned by organizations such as the World Bank, USAID, UNICEF, Swiss Development Cooperation, and DFID, and applied to government institutions, international NGOs, and local civil society organizations across Mozambique and the region. Our assessment reports are not just diagnostic documents — they are the starting point for concrete, prioritized capacity-strengthening plans that we often help implement.
Organizational Restructuring

When roles are unclear, responsibilities overlap, decision-making is slow, or the organizational chart no longer reflects how work actually gets done, it is time to restructure. We have supported restructuring processes in government institutions, public companies, and civil society organizations. Our experience includes defining staffing structures aligned with organizational charts, developing competitive compensation policies, and designing career management systems for organizations at different stages of their institutional development. We have also facilitated institutional reform processes for municipal governments, including internal communication strengthening, participatory planning, and change management methodologies.

We have also mapped organizational processes as the foundation for designing tailored HR systems, competency frameworks, and training strategies — ensuring that role definitions and people development are anchored in how work is actually structured and delivered. Integrated and Strategic HR Systems

With over 20 assignments in strategic HR, we have developed comprehensive HR systems for NGOs including N'weti, BIOFUND, ANAMM, CIP, Wiwanana Foundation, CARE; private sector companies such as GARP; and government institutions including AIAS, FIPAAS, Instituto de Águas, and REVIMO, among others.
Our HR systems work typically covers the full spectrum of people management: job analysis and description, organizational structure and staffing, recruitment and selection, compensation and salary scales, career and talent management, training management systems, and performance evaluation frameworks. We bring both international best practice and deep local labor market knowledge to every engagement.
Financial Management Systems
Sound financial management is the backbone of organizational credibility, sustainability, and donor confidence. Our team helps organizations strengthen their financial management systems through the development of policies and procedures manuals, implementation of accounting software, and capacity building of finance staff — building the internal controls and transparency that funders and governance bodies require.
With over 30 financial management strengthening assignments delivered, we bring deep practical experience to this work. Our implementation process is comprehensive and change-management oriented: it covers chart of accounts configuration, user training, and structured follow-up coaching on financial reporting, audits, budgeting, and donor negotiations — ensuring that new systems are not just installed but genuinely adopted. We also develop tailored financial and administrative management manuals covering budgeting, procurement, cash flow management, accounting, and asset management, giving organizations the documented policies and procedures they need to operate with consistency and accountability.
Our approach is fundamentally action-learning: we work alongside finance teams rather than delivering from a distance, building not just systems but the skills, confidence, and institutional culture needed to sustain them. Monitoring, Evaluation and Learning Systems
A robust Monitoring, Evaluation, and Learning system is what separates organizations that assume they are making a difference from those that know it. Our team designs and implements MEL systems that are practical, data-driven, and genuinely used — not elaborate frameworks that exist only in project documents.
With over 30 monitoring assignments completed, we have designed MEL systems for government institutions, international NGOs, and local civil society organizations across Mozambique — including AIAS, ENH – Empresa Nacional de Hidrocarbonetos, CESC, Focus Fistula, ActionAid, TV Surdo, Rede Hopem, EHALE, OMES, UNIDOS — each featuring activity and indicator monitoring systems with data visualization dashboards.
For CESC, we integrated planning, budgeting, monitoring, and accounting systems into a single workflow. We also supported PIRCOM, OPHAVELA, UATAF and other organizations in developing smartphone-based data collection systems. For a World Bank Decentralization Project, we designed and implemented an integrated information system encompassing workflow management, a field data collection system for 50+ supervisors across 50+ construction sites, a grievance tracking mechanism, and a public monitoring dashboard. Our MEL systems are built to be owned and operated by our clients, not dependent on us.
