Design of Development Projects and Programs

We have helped organizations design projects and programs that attract funding, deliver results, and align with donor priorities — from concept to fully developed proposal. With over 30 project designs completed, our team has a proven track record in supporting civil society organizations, government institutions, and development agencies in structuring interventions that are coherent, realistic, and compelling.

Our project design work spans widely: we led the design of the two phases of the Maputo Municipal Development Program (PROMAPUTO I and II) for a combined value of $148 million USD, co-financed by the World Bank. We also supported over 10 higher education institutions in designing projects funded through NUFFIC (totalling €10 million), and assisted 14 Mozambican civil society organizations with USAID-funded project design under FHI360's Capable Partners Program. More recently, we supported several local organizations in developing proposals under USAID's LEAD project. We understand what funders look for — logical frameworks, credible theories of change, realistic budgets, and context-specific implementation strategies — and we build all of this with our clients, not for them.

Operational Planning

Translating strategy into action is one of the most critical — and often underestimated — steps in organizational management. Our team supports organizations in developing operational plans that bridge the gap between long-term strategic ambitions and the day-to-day realities of implementation. We help clients define annual priorities, allocate resources, establish performance indicators, assign responsibilities, and build accountability mechanisms that keep teams aligned and focused.

Over more than two decades, we have facilitated over 20 operational planning processes for organizations across sectors. These include the operational plan for Save the Children Mozambique, USAID implementing partners, CDN, and CEAR, among others. We also annually facilitated the planning and review cycles of AIAS (Water Sector) for six consecutive years. Our operational planning approach is participatory and action-oriented: we engage teams in defining what success looks like, how it will be measured, and who is responsible for delivery. The outcome is a living planning instrument that drives real organizational performance throughout the year.
